The Government of Ghana has named Dr. Kamal-Deen Ali as the Acting Director-General of the Ghana Maritime Authority, tasking the seasoned maritime law expert with enhancing the nation’s maritime sector—a critical pillar of Ghana’s trade and economic growth.
Dr. Ali brings a wealth of experience in maritime law, governance, and security to his new role. Previously, he served as the Executive Director of the Centre for Maritime Law and Security Africa (CEMLAWS Africa), where he was instrumental in advancing regional maritime security and policy initiatives.
With an academic and professional background spanning international law, ocean governance, defence, and security, Dr. Ali’s career is marked by notable contributions. He served for 20 years in the Ghana Armed Forces, holding key roles such as Director of Research at the Ghana Armed Forces Staff College and Legal Director of the Ghana Navy. He also contributed to UN peacekeeping missions in Sierra Leone and the Democratic Republic of Congo.
Beyond Ghana, Dr. Ali has served as a consultant and technical expert for international institutions including the United Nations Office on Drugs and Crime (UNODC), United Nations Development Programme (UNDP), United Nations Economic Commission for Africa (UNECA), and the African Union. He is also a Fellow of the Council on Foreign Relations, Ghana, and a Senior Research Fellow at the Australian National Centre for Ocean Resources and Security.
Dr. Ali’s academic credentials are equally impressive, with a PhD in Law (with Special Commendation) from the University of Wollongong, Australia, as well as a Master of Law, Master of Arts in International Affairs, and Bachelor of Law. His 2015 book, “Maritime Security Cooperation in the Gulf of Guinea: Prospects and Challenges,” is recognized as a significant contribution to global maritime knowledge.
Dr. Ali’s appointment is expected to bolster Ghana’s efforts to maintain a robust and competitive maritime sector, leveraging the country’s strategic location along the Gulf of Guinea. His leadership aims to address critical issues such as vessel registration, maritime safety, and environmental protection within Ghana’s territorial waters.
